MEET THE BOARD
PRESIDENT
Teresa Shempert, Site Development Manager for the Mobile Market of T-Mobile USA, has worked in wireless communications since 2000. She began her career in telecom in legal as a Paralegal for Project and Property Management. In 2008 she began working for T-Mobile’s Mobile Market as Project Coordinator. Teresa has been involved with the Association since 2007, originally serving as the Chair for the Membership Social Committee and subsequently as its Vice President. Her current tenure as President of the association began in January 2017. She also served on the Board of the South Wireless Summit from 2012 to 2017 having formerly served as its Presentation, Program Design, & Publish Chair for the South Wireless Summit since its inception in 2012.

VICE PRESIDENT
Heidi Nelson of Harmoni Towers has worked in wireless communications since 2004. She began her career in telecom as an Administrative Assistant and quickly moved to Assistant Project Manager then on to Project Manager, all on the Site Acquisition services side with Faulk & Foster. In 2008, she began working for Integrisite as a SAQ Project Manager and also handled Business Development for them. In 2018, she joined Castille Consolidated as a Business Development Manager for both the Site Acquisition and Construction Divisions. In addition, she is an NSB Project Manager. Heidi started at Harmoni Towers, as Business Development Manager, in September 2020. Her current role with Harmoni is Director of Business Development. Heidi has been involved with the Association since 2014, formerly serving as Chair for the Membership Social Committee. She was nominated and voted in the Secretary position in January 2017 then Vice President in 2020. In 2017, Heidi also chose to serve on the South Wireless Summit Committee, where she Co-Chairs the Clay Shoot and a board member of the Committee. She also serves as the WWLF liaison for Louisiana/Mississippi

SECRETARY
Nicole Bivona, Project Manager for ET Tower, began her career in the telecom industry in 2016. She started as a Project Coordinator for High Performance Services and was subsequently promoted to Senior Project Manager for Special Projects. In 2023, she joined ET Tower as Project Manager for Site Acquisition. Nicole has volunteered for LWA for numerous years and in 2020 was appointed into the role of Networking Committee Chair. Her tenure as Secretary began in February 2023.

TREASURER
Darrin Wagner of TEST Communications began his career in telecom in 1994 as a college student of the University of New Orleans installing the first generation of car phones for a local pager and cell phone provider, Radiofone. As his technical knowledge increased through work experience, he continued to pursue and ultimately obtained his degree in electronic servicing technology. He began performing component level repair on all cellular and paging devices of the era. He moved into a cell tech position with PrimeCo Communications and gained extensive knowledge of base station equipment and wireless network infrastructure. As PrimeCo grew and ultimately became Verizon Wireless, he was able to achieve success within the organization and ultimately served as the regional network operations manager for the gulf coast where he led a team of technical professionals in building and maintaining a network consisting of 3 mobile switching centers and 750 cell sites. He transitioned into an entrepreneur and founded TEST Communications in 2005 and has continued to serve the industry by providing turnkey services to wireless carriers and infrastructure providers. Darrin has served on the LWA networking committee as Chair since 2017 and adding to his duties in January of 2019 was voted in as the organizations Registered Agent, then Treasurer in 2020. AT LARGE BOARD MEMBER
Shelton Todd, Owner of Site Walk Solutions, has worked in wireless communications since 1997. During his career, he has performed project management services related to all aspects of wireless site development. Formally the Real Estate Development Manager for
T-Mobile USA in the Mobile Market. Shelton began his current tenure with the Association as its At-Large Board Member in 2009. He is now working for himself at his new venture, Site Walk Solutions, where he handles a variety of services.
